Replacing water pipe from the pavement

Victim has a 1/2" lead main in a 6" glazed pipe, coming from the pavement.
There's a new water meter, on the pavement very close to the garden wall.
WHat would be the practical position with regard to the houseowner connecting a 25 or 32 blue pipe to the meter? Assuming he makes a big enough hole garden side and reaches through, he wouldn't have to dig up the pavement.

Tough call I would say
On one hand the connection could be seen as near enough on the line for it to be ok for the householder to do it
On the other hand it has crossed the line and should be down to the supplier to make the connection.
Depends on the next guy from the water board that comes along.
I find that the guys with the clipboards can be hard work sometimes and the workers are the opposite and do whatever it takes for an easy life.

Option one. Do it and if anything comes of it deny all knowledge of tampering with their equipment > Easy option
Option two. Tell the water supplier and have them charge you for connecting up.> Officially option 2 has to be the right way

Or you could give them a call and see what they say.
