Is it acceptable to run cables under the floor joists and just let them rest on the subfloor? The reason I ask is that I am running some cables down the hallway to the kitchen. I pulled up some floorboards at each end and I can pull the cables through but if I have to clip them under each joist to satisfy the BCO then I'll have to pull up even more laminate floor/boards. I notice that the existing T+E cables are just resting on the floor. Steve.

I do not think you will have a problem unless you have, or get a problem with vermin chewing them, but that could happen even if they were clipped up.
