sealing flaky plasterboard

Where I've removed the tiles in our bathroom its taken the top layer of paper off the plasterboard.
This has left the top surface as brown flakey paper.
(Its not in a wet area of the bathroom, the wall is half-tiled for decoration)

Focus DIY helpline said sand it a bit to get the flakey bits off and then just tile straight onto it again.

Is this reasonable advice, or should I be looking to get some sort of plasterboard sealer/primer?

sorry to bump this one back up but I've found 3 suggestions:
- nothing needs doing
- PVA 4:1
- paint with 2 coats of emulsion
 
I would use an oil based primer sealer to help stop the tile adhesive soaking in to the back ground too quick..

Thanks. I might see what the company who make the adhesive recommend.

Dulux said I should skim with plaster, but I don't like that idea.
I'm a fairly competant DIYer, but I don't like the idea of trying to skim plaster.
