Seeking Wallpapering Advice.

We live in a Park Home, (like a caravan) with timber walls. The surface of the walls is like the reverse surface of hardboard, but not as rough, and has had a coating applied when new that is like a cross between plastic and gloss paint.
Even mixing PVA with the wallpaper paste is not having much success in places, and the paper keeps peeling back.
Thinking of stripping the paper off and giving the walls a coat of matt emulsion with a good dose of PVA in before papering again.
Anyone come across this problem and, any suggestions of curing it.

Wallpaper paste wont stick to glossy surface.Clean off any paste first then give the glossy surfaces a coat of Zinnsser 123, leave to dry then, hang paper with a heavyweight ready mixed adhesive such as Solvite or beeline etc. The ready mix is better as you need a low water content type paste in this situation.
