Short concrete fence posts

Hi all,

I'm planning some new fencing, most of the existing fence posts are full height concrete posts so i can just slip some new panels in (hoping they are the correct width) however there is a section of fence, probably 8 panels worth that has timber posts fixed to quarter height concrete posts (tried google but not sure of name) with bolts. This part of the fence is lower than the rest probably 4/5 ft. Can i reuse these posts and fit 6ft posts (and fence between), how can i tell if it's strong enough?

I would assume they not strong enough, no point in having to re-do it later.

If its very sheltered maybe worth the risk but They were probably only for wire fencing and a 3ft post is not going to handle 6 foot of loading well.
 
look up concrete spur posts. They are usually about 4ft long and their purpose is for bolting wooden posts to. If there is 2ft buried in firm ground in a concrete block, it is plenty for a 6ft fence.
