Shower. Hot water from combi. Cold water from storage tank.

A guy I know is unhappy with his shower. The hot water is fed from a combi boiler but he reckons the cold comes from a storage tank in the loft. He experiences temperature problems. Too hot ,but when he ups the cold tap, the water seems to get even hotter.
The mixer tap looks quite old. I have suggested fitting a thermostatic mixer tap. Will this be enough or should the showers cold supply be fed from the mains?

as Seco services says to make the thermostatic shower work perfectly cold supply should be from mains and then hot water can be taken from the combi boiler.
