SIME 100C Format Combi Boiler Hot Water Problem

It takes several minutes for the hot water get up to temperature and then not always hot enough. After a few minutes some of the radiators begin to get hot !! so of course I am losing some heat. The heating room thermostat is off, the boiler heating and hot water temperature thermostats are nearly max. I assume a valve like an NRV (non return valve) is at fault but I have no info on this boiler. Can anybody help with ideas .

Diverter valve is stuck allowing hot water to pass to rads instead of all going to heat hot water heat exchanger.
