slabs on landcape fabric

Hi. I am planning a stepping stone path through an area of gravel with landscape fabric beneath. Would I get away with clearing off the gravel and laying the slabs on a normal dry sand and cement mix on top of the landscape fabric? Or should I cut the landscape fabric so I am laying the slabs on the mortar on top of the subgrade? It wouldn't be for heavy use.

The fabric can stay it will have no bearing on the bedding as long as its not got a build up of leaf rot and general dirt on it
