Well, you actually have at least two unrelated problems.
The first is the noise of running water and I feel it is likely that although this may be partially transmitted to you by the contact of the pipe, it will continue to bug you. In my experience the only way to moderate the noise is lots heavy insulation which needs space.
The other is the tikking of the pipe expansion. The tightness of the restraining collar may be exacerbating this. If it were me, I would see how tightly it is screwed up and if I found it very tight would back it off a bit.
You will in any case probably be unable to dismantle the pipe. They seem to be solvent-welded which would be normal in this situation. Cutting or smashing would be the only was to remove them.
All respondents have emphasised how important it is to to eliminate as much contact between the pipe and your flat as possible. The photo shows that the 45 bend is probably pressing on something. What is it is contact with ? As long as it is just plaster or similar, do you feel confident to cut a little away to see what difference it makes
Another possibility would be to move the metal uprights out slightly , but that would require your skirting-board and plaster-board to be replaced and that would need the developer's help/cash.
