That looks like cheap soft wood. Hardwood would be much better, but if you are going to use softwood again, make sure it is properly seasoned and seal all faces, especially any cut ones, before installation.

It's not just sill either, there's a crack on bottom of window frame (see pix) this should be replaced but not sure on a 1st floor I have skill or will to do that. I'll just jam sill in with expanding foam and try and seal that crack. Explain situation to him too. He obviously doesn't want to pay too much.
