Strange concrete wall composition

Just bought a 1950's flat in a "in-situ" concrete building. Pulling out the old kitchen have found some kind of what I assume is original insulation exposed, between the concrete and plaster. Looks far too chunky to be asbestos but have not disturbed it just in case. Has anybody seen this before?

You have a system built house. Find the type and you'll get the type of construction and the typical issues.

If you had a survey or even a mortgage valuation, you should have been made aware of this.
 
Thanks for the reponses. Survey came back as "in-situ" concrete but was mortgageable without any difficulties Former local authority low rise block but with over 90% privately owned so I didn't think there would be too many issues. Only warning from the survey was possibility of condensation if not properly heated / ventilated. Just glad it is not anything sinister!
