Top to bottom (or bottom to top)?

Is there a standard technique for painting woodwork? Starting at the bottom or starting at the top? I'm thinking about window frames, door frames, bannisters etc in particular.

I've tried both ways and cannot make up my mind if one is better than the other for controlling runs.

What are your views and theories please?

You always need to work down from top to bottom. If there is any dust or debris it will always fall down towards the floor. If your dipping your brush in the can of paint you dont want to pick bits of grit up etc so need to do the skirting last.
