Towel Radiator not on CH loop

Hi - I have a towel radiator that I'd like to put into the cloakroom in my detatched garage. I don't know if it would be possible but I was thinking of heating using a standard towel radiator electric element... but as the radiator will not be part of a central heating loop then is it possible to:
a.) Fill with water in an isolated sence.... or will the fact it is not under pressure or flowing cause problems?
b.) Fill it with oil - and hence it becomes an oil filled radiator... would this be possible, or indeed is there any advantage over using water?
