Upstairs hot, downstairs cold

Hello everyone,

Having had some great advice on here before I thought I'd try again.

Our upstairs radiators are working fine but none of our downstairs ones are warm. They worked for a bit after we started using the heating after the summer downtime but we had the heating off for a couple of days and now they won't warm up.

There are two pipes leading to the radiators. The one leading to the thermostatic valve gets warm for a bit but then seems to cool without heating up the radiator. The other pipe stays cold.

I tried bleeding the radiators and there's no air in the system as far as I can make out.

Can anyone suggest what may be wrong?

Any advice would be very helpful. Thank you in advance.

I've shut off the upstairs radiators. The downstairs radiators are hot at the top but are either cold or tepid at the bottom.
 
System needs flushing out, do a chemical clean or remove the rads and flush with a hose pipe in the garden.

How much would someone charge to do a job like this?
