using lime in cement mortar

I'm aware that lime acts as a plasticiser, I assume that means that it makes the mortar more 'flexible' when it's gone off, but does it also mean that the mortar is more workable when on the trowel?

"less strong" rather than "flexible (when it is set).

e.g. if you are using soft bricks so you don't want a strong/hard mortar
