How many lamps on the switch?? What wattage??

Dimmers have a max and min loading.

Also, check for a loose connection.

the bulbs r 40 watt thats the max the fittings request

there is 2 40 watt bulbs in but if i put in 60 watt bulbs in they don't flicker but the fittings only request 40 watt max

get another brand of dimmer, as mentioned dimmers have a minimum rating, it looks like your lamps are too low
