Wallpaper onto flakey/chalky wall?

I will be wallpapering a small bedroom soon. The old wallpaper has been totally stripped and the walls are quite chalky. What is the best way to approach this please?

Old house.??...could be distemper, only one solution im affriad, you need to wash the lot off..give the wall a coat of thinned alkali resisting primer, or thinned dulux stain block..fill then paper.

Id recommend you line it first too.
