water cut off by neighbour

My water was cut off on monday... after ringing UU they advised me that the building next door have cut the main water supply that runs through both properties.
They advised me that because its private rented there is nothing they can do.

I rang enviromental health who came out and advised next door that they can not do this and they must re-connect me immediatly.........

Im on day 3 of having no water now and not sure what else to do any suggestions.

Also my landlord is out of the country and not sure how long for.

tough one. Did environmental health not tell you what to do in such situation?

Hang on, if EH have told your neighbours, I take it that they're actually occupying the property ? Or is it being rented out ? If they are in, why have they shut off your supply? If they are not living there, then I'm afraid that the police would have probably been called if my water was cut off, as I would have done what Mickyg was maybe suggesting
