Watery Emulsion

I needed to touch up some paintwork in the house last week. I opened a previously used can of paint and found it to be quite watery even after a good stir. I had afresh tin (never opened) so had a look at this instead. This was the same.

The paint is a Dulux Feature wall colour and is stored in the garage (probably not the best but quite common). Is this watery consistency due to the storage in a garage? Is this due to frost, perhaps?

The pigment settles on the bottom of the pot, so stir that in if possible. Otherwise time for a new can.

Will the watery stuff do the touching up, or is it too thin?

Can you use a similar colour first, then the watery stuff on top?

Can you get a tester pot in the right colour by the same manufacturer, and use that?
