We've had quite a lot of rain the last couple of weeks. I've noticed the bottom corner of the chipboard base has become damp. The base itself is slabs on sand and then eco base filled with chippings.

We have quite a high water table around here and there is some pooling in the rest of the garden (its bare ready for shingles) so maybe the water isn't soaking away.

Is there any way to help the water drain away from under the shed?

How does water fall from your shed? Does it drop directly from your roof immediately beside the base?
A bit of guttering may help to divert the fall away if your overhang will suit it.

If it's surface water, it may be worth putting a pea gravel trench around the shed to stop surface water running into the base, instead it should drop in the trench, how well it drains away I suppose will then depend on your soil.

Luckily both of these potential solutions will not involve any dissassembly of your shed.
