What filler for breeze block wall?

The loo roll holder has come off.
I need to fill holes before painting over and adding a replacement.
The wall has plaster and directly behind is breeze block - no insulation.

Just wondering... what filler do I need?

ASIDE: is there a dummys guide on what filler to use in different walls?

+ Just out of interest, is it a bad idea of drilling over exactly where the holes have been filled?

And is the filler more strong than what it's replacing?
I've seen wood filler that states that it's stronger than the wood itself. Just wondering.

EDIT: I just remembered... I need to fill a plasterboard hole. What do I need for that? I'm guessing it would be different filler to the breeze block filler?

Don't pull plugs out of a plastered wall or ceiling. It will pull out a lump of plaster leaving a crater.

Simply tap the plug slightly below the surface (a wise installer will have done that when fitting them to avoid cracking the plaster)

Then a tiny smudge of filler over the top.
 
Disagree.

I always pull plugs then seal right inside holes.
I also push filler right inside holes.
Any damage from pulling plugs with get sorted.
Just how I do it. Maybe others prefer to leave plugs and fill over.

Just fill , patching plaster suitable for most surfaces, if you need to use same location use deeper fixing to ensure good fix.
