What is a fully-pumped system?

Am I being dense, or is a fully-pumped system just that? A traditional gravity-fed system with a pump for hot and one for cold?

Or is it more complicated?

Can you have the level of the tanks below the level at which you require the water (cellar-mounted tanks for shower in attic-conversion even?)

Can such a system give you that real hotel-style, "fill a bath in 2 minutes, after drilling holes through your skull with the shower" flow-rates?
