What size screw and washer in towel rail

I need the tiny little screw that go into the brackets of the towel rail

However, I do not know the size in order to pop to my local shop to pick some up. Does anyone know the size?

Also, I require some spare washers, similar in size to the pictured (it's diameter is approx 18mm), does anyone know the name/size?

As I recall they are about No4 the Length is not too important ½" or so should do it No 6 if the hole has been enlarged.
The washers are called penny washers they come in lots of sizes use stainless if you can get them.
