Why Isn't My New Worcester As Efficient As My Old Boiler?

It`s the boiler obviously.
Your old boilers used a set amount of gas whether they were heating the H/W or C/H.

A Combi uses a LOT more gas when heating hot water, this is why a new larger gas supply had to be run to it.

In your old systems, your tennants would probably use the hot water till it was finished.
In your new system they can in theory stay in the shower for longer and shower more often.

My advice, get a coin operated shower(like in caravan parks)that`ll cut down gas usage :p .

Sorry, I should have been more clear in my original post. The previous two Pottertons were both combi's. I have never had a seperate hot water tank.

You have not answered these questions:
What number is the Hot Water temperature control set to (Min = 45°C, Max = 65°C)? As typical bath and shower temperatures are between 35°C and 40°C, there is no need to heat the water to above 45°C.

Have you tried using the Economy button? This turns off the hot water storage, so you don't get hot water instantanously. But if you put the plug in as soon as you turn the tap on, you won't waste any water - you just don't have to run the cold tap for so long to obtain the desired temperature in the bath/basin.

Sorry, I thought I wrote earlier that the water temperature is set to 4. This is the minimum I like the hot water to be for my shower. I have tried lower and it doesn't get hot enough for my liking.

I don't remember seeing an "economy" setting on the boiler. I will look tonight when I get back,

That is a classical example of a red herring.

At least it would be if you added the condition that it is compared to a small heat only boiler.

Which is not the case here.
