And I believe that yes you have to drill out the Tap holes (but should be thinner metal in the two areas shown on drawing).

And yes the sink will fit in that base unit (or rather the worktop it will have on it both front to back (although I had to trim that front wood bar to make it a bit narrower where the actual sink is) and left to right.
As the sink is 860mm wide then it will fit into that unit, but note that the draining area has no depth and so can also be used overhanging the sides of the unit, with the sink in say the middle of the unit.

Sinks often include holes cutter for taps , simple bolt and cutting die which cuts as it is tightened (after drilling hole for bolt .) Give a clean precise cut.
