window insulation

Can anyone tell me please.
I let out property and at present due to the credit crunch we are trying to avoid using new windows- fitting them.
I researched a product called window film- its like a plastic film and special tape.
Does it work.
I have 37 homes to insulate so i dont want to make a mistake.
any help appreciated.
