window sill painting

Hello, I am in the process of stripping the old flaking paint from our concrete window sills. There are many layers of this stuff. So much so that while removing the paint I have also had to remove the silicone sealant around the base of the windows since the silicone was attached to the old paint and came off with the paint. I have now added new sealant but have not yet painted. My question is:

Should I remove the silicone, paint and then reseal. Or just paint over the sealant?

Also I am not sure if this question belongs in the decorating section of the windows section. Apologies if it's in the wrong forum.

i wouldve painted 1st then sealed the window,some silicones can be a git it there painted over?
