Worcester 280RS

I have a Worcester 280 RS which switches itself on & off when running hot water, hot water for about 1 min, then the boiler goes out for about a min then fires back up again for a min etc, could it be the pump?

could be the heat ex scaled up causing the stat to cycle on / off.
