Would you buy a house with this level of mould?

Concrete block construction, "plasterboard lined" walls, not sure what that means.

Despite the level of mould, there is no dampness.

How much to replace all the plasterboards assuming necessary!

If there's no damp, then the mould will be from a lack of heating, and a lack of ventilation, coupled with cold walls. You can clean the mould with a bit of bleach in a bucket of water, and then redecorate. Being of a concrete construction with very likely dot and dab plasterboard, it's going to be very cold walls, so my suggestion would be to install external wall insulation, and that'll warm the place up, making the tenants less likely to keep all the windows closed. Unless the mould has damaged the plasterboard, it shouldn't need replacing.

Edit: just nocticed that there seems to be a lack of heaters in the place.
