I am renovating a shop below a residential flat, the ceiling has to be replaced, do I need to use one layer of fireboard or two because of the residential use above?

What are the rules on this ? Does anyone know?

You need to achieve a minimum of 1 hour protection = 2 layers 12.5mm fireline and skimmed or 1 layer 15mm fireline and skim.
 
If the renovation is not being done under a building control application, then you can use rice paper if you like, as there are no "rules"

What you do need to be aware of however, is that the tenant in the flat above, will expect a high degree of separation from the flat in terms of noise and heat (not just fire and smoke), and if a few weeks into the tenancy he complains, then the landlord will need to prove that the floor structure is "satisfactory" and this is completely different to following any "rules" or b/regs requirement.

And then the landlord turns to the person who did the work
