hip to gable loft conversion

I am alittle confused...

I have read people have completed Hip to gable conversions.
But then read that some councils dont allow it.

what are the actual planning laws behind this?

Hip to gables are PD, there have been (at least 1 I recall) appeal case where a council did not allow it but were overuled on appeal. Appeal cases often set the precedent as in this situation.

That said I would advise you apply for a Certificate of Lawful Development prior to commencing any works on site.

Be careful if you have a corner plot though as maybe the end elevation may front the highway too in the eyes of the planners and you need to check you are below the 50m³.

Which tool is best used to to calcultate the volume and how do I do it?

I really want to
Change the roof type and have a dormer at the back of the property.

PD is Permitted development, that is what you can do without having to apply for Planning Permission http://www.planningportal.gov.uk/permission/responsibilities/planningpermission/permitted

I emailed by architect and hes replied
"A LOFT CONVERSION DOES NOT NORMALLY REQUIRE PLANNING PERMISSION.THE FORMATION OF A GABLE IN LIEU OF THE HIP WOULD,I FEEL,REQUIRE PLANNING PERMISSION.SINCE YOUR PROPERTY IS IN A PROMINENT LOCATION WITH PROPERTIES AROUND OF SIMILAR DESIGN AND INDEED YOUR PROPERTY BEING A SEMI I FEEL THAT YOUR PLANNING APPLICATION WOULD PROBABLY BE REFUSED"
 
Have you ignored everything I have said, tell your architect he needs to clue up on PD and show him this thread! ;)

Find another architect then, one who is prepared to educate himself. Developments are either Permitted Development or they are not, his 'feelings' are not helpful. He needs to understand the rules better.
 
I did get your message you will need change your settings to allow messages from non-friends in order to receive it though (I'm in Devon anyway). I will keep discussion about your specific query in the thread though, for the benefit of everyone.

The plane of the existing roof that would be used as a basis is the one the fronts the highway not the one that is on the side ie the existing hip end. Therefore as a the planned extension will only be extending the existing plane of the roof not in front of it, it is permitted.
