Is there anywhere that I can get information on current building regs and the code of sustainable homes for a new build. I'm also looking for the best way to calculate the budget.

The info is on the Planning Portal. Well not costs. Search for the web for various guides on homebuilders websites.

When you've got design details and drawings estimators-online are reasonable and their schedules are quite comprehensive..
