Builder ignoring H&S and being agressive

We live in a small Hamlet of houses at the end of a 100M Track
Our Neighbours are having an extension built to their House
I have no problems with this
Problem is the Builder they have enployed
He is well known in the Area as a bit of a cowboy

Work started on the extension and the foundations were dug
My issue is that where the extension is being built is right next to the track
which is our access to our house
Should he not put up some Heras Fencing or tape off the area
I had to drive my car within 12 inches of the hole to get past
No Lights or Fences to protect pedestrians from falling in the hole
There are No Street lights or anything like that
His deliverys of Materials to the site have churned up the track and made a real mess of the Area
He Leaves rubbish all over the place and has fires burning in a Skip
which has No Fires painted on the Side
No one working on Site wears Hard Hats or Hi Vis
he frequently blocks the track with Vans
I appreciate he is only a small outfit but should he not have fences and lights in place to protect others
Is there any one i can call at the council to visit him and check up
He is verbally abusive as well

Hard hats and hi vis doing an extension?
Hard hats and hi vis are for the big sites. Doesn't apply to small jobs.
No one to enforce it.
If we can't burn rubbish on site we dig a hole with the digger and bury it.
If we can't do neither of those we leave it strewn across the site. After all it ain't our rubbish.
 
I won't comment on all of your gripes, but to leave a trench exposed where people are likely to pass close by is foolish at best.

We fence off (plastic netting and spikes), plank or board over, or erect hoarding around deep excavations according to who is being exposed to the excavations.

As for enforcing high vis - sounds to me like you are a meddling nit-picker.
