Help identify the paint used?

We're about to purchase a house which suffers from a damp problem at the front and back of the house. After two independent surveys. My banks and a personal one, the surveyors both said that the paint that the vendor applied to the brickwork is adding to the damp problem. It's a couple of thousand pounds to sort the problem but hey both said it would be better to remove the paint as well. My question is, can anyone work outré what type of paint was used from this photo and if it's possible to remove this type of paint? I know there's some problems with the brickwork which needs to be fixed – the surveyors have suggested that 5 square meters of brickwork needs to be repaired. Please let me know what you think?

No idea but to me it looks like a sprayed on coating, one of those "never paint your house again" leaflet through the door jobs :cry:
 
Yes, I was told it was sprayed on paint but was wondering if this is easy to remove if it is indeed 'never paint again'? I've been told the only paint that's impossible to remove is a concrete based one.
 
I would guess sandblasting would work I can't see using stripper on such a large area will work.

A couple of quotes and barter him down is the only way.

After doing a bit of research it does look like that "never paint your house again" finish. What worries me though is they apparently put on a thin cement render first and most of the paint removal specialists that I spoke to said they cannot remove anything cement based. Any thoughts on this?
