How vile. As a holidaymaker to some extent I feel you are an ambassador for your country. What message does this disgusting action send out. I think punishment should be extradition (paid for by the perp) and passport retained for 2 years, that should teach them!

Kick them out of the apartments or lodgings where they are staying.
Been there and got the t shirt. But not just the offender but the entire group.

The hotel owner can then bring in new customers especially if its peak season. He's the winner.
