Boast wall- doesn't look damp- just darker

We have a detached house built in 2005. The brace wall in on the outside of the house. On a wall upstairs where the chimney would be has become boast in 2 spots each about 10cm in diameter. Someone has diagnosed that we have dirty wall ties, someone else has said that we need to put a cap on the chimney and put on fires to dry it out. Which is it most likely to be and how much is it going to cost us to put right?

Well I don't know what boast is but if you mean you have a damp spot on the upstairs chimney breast it will be condensation. Warm moist air goes up the chimney and cools when it gets near the top. Just like a cooling tower works.
 
Boast to me is where it sounds hollow compared to the rest of the wall and the plaster has started in 1 part to actually fall off- about 2 cm. What are the remedies?
 
We call it 'blown'.

Hack it off, SBR slurry and re-render.
