Help with Window Mechanism

I have these wooden windows and i'm sure they are designed to open more than they do as some neighbours have had theirs wide open, 1st pic shows how much they open currently and the second shows the mechanism, it just wont go past the point shown in the 2nd pic, any ideas what is wrong?

Either seized up, or it has a built-in restrictor that blocks the opening beyond a certain point. These usually have a manual overide - either a button or lever that permits full opening.
 
It looks like it has a built in restrictor, pull that little lever thing in towards the house and it will open fully.

It worked and now they open wide, many thanks. I dont think they've been opened fully since the house was built in '91. Ten thousand cobwebs fell out of the hinge side! :eek:
