Loft Conversion Freeholder Payment

Am I correct in saying that if a Leaseholder does not own the roof or structure and wants to put in a loft conversion there will be a cost to pay to the freeholder?

Normally yes, but check your lease.

You will need the landlords permission, pay all administration costs, possibly a fee to the landlord, and then you will either have to renegotiate the lease to account for the extra room, or take out a new lease on the extended area
 
...and possibly take on responsibility for the maintenence of the roof
