Help with phone extension fault finding

Hi

My inlaws have a telephone extension which was disconnected for some building work I went to put it back in for them and have a fault.

When I connect it to the system all the phones go quiet but i get a faint dialing tone. Incoming calls are OK all the phones ring and you can talk. When you try to dial out it rings out but the BT lady then comes on and says please try again later. When I disconnect the extension all is fine with the rest.

Looking on the web this suggests its a fault with either of the blue/white ring or white/ blue ring cables (the voice pair). Does this sound right as if so I will try swapping the cables about to find the fault wire but it would help if I knew it was one of the "blues"
