Where is the hot water return? should be last one before boiler.
If that isn;t the problem, and you are sure synchron motor is OK and control signal is OK, and you have watched the position indicator demonstrating that the paddle is moving to the correct position, mechanics of valve might be failing to seal on heating branch; change it.
