rads come on when hw only is chosen

when i choose hw only on the programer the
rads come on as well this is not the 3way port valve as the pipe heats up from the other end away from the valve

Reverse circulation probably - a plumbing error.
For the pipe to heat up at the valve though, (backwards) the flow would have to be backwards through the valve...
Is the valve on the FLOW pipe?
