noisy pipes

At my parents house , if you pull the flush and turn the sink tap on, there's a serious vibrating sound underneath the floorboards, could anyone tell me what causes this , and if it can be fixed without lifting up floorboards. The old man's put laminate flooring down and I'll probably wreck it if I have to lift it to get at the floorboards. Thanks

Sounds like you need to get under the nice new laminate flooring then. The pipes most probably need a couple of clips somewhere or other. Mains water pipes need to be clipped well as the high pressure can make them clang about alot.
 
Turn cistern supply off, dissessamble the valve - if black diaphragm is easily scratched, its worn out - replace it, reassamble.
 
Thanks fellas , I appreciate your help. I'll change the ball valve first , and then break the bad news about the laminate to him , if it doesn't work.
