we are trying to remove paint from a cement floor so that it can be sealed properly

You don't say where the floor is but is it possible to Jet wash it with a pressure washer? Those things can easily lift paint at close range.

A product called Home Strip Paint and varnish remover would do the job..just apply it and leave overnight with a plastic film to cover it ...and it should come off easily with a stiff bristle brush or a pressure washer...
