Intermittent hot water from combi boiler

Whenever a hot water tap is turned on a v. loud whining noise comes from the boiler & the boiler doesn't kick in. If the tap is turned on full the noise stops & the boiler then kicks in - hot water! When the heating is on even turning the tap on full doesn't work everytime!

This noise never occurs when the heating is on on its own.

The boiler is from Vaillant ...

Can anyone help?
