pressure reducing valve - stopping water hammer ?

can i just have a high pressure feeding water pipe to a attic tank with a low flow ball cock, where we use a pressure reducing valve that will stop water hammer?

p.s. we need to use a low flow as debris keeps blocking our high pressure ball-cock valve system.

Do you mean you have low hung balls?

Have you thought of using a filter to stop getting dirt in your cock?

You might like to fit a water shock arrestor, which is a small expansion vessel, in the mains pipe instead.

If you have a load of debris coming up the main it will affect a PRV in a short time. It will either block the filter (if fitted) or damage the seating.
