Hi

This might sound like a crazy question ... but is it ever possible to install an above ground swimming pool on the third storey of a building whether its made out of fibre-glass or blockwork?

Yes. Depends on the ability of the structure to support the weight though.
 
The weight of most above ground pools would be negligible compared to the weight of the water they hold.
A small round pool, say, 2.5 M Dia. X 1.2M deep would hold about 6 tonnes of water. That's hardly big enough to qualify as a swimming pool.
A 4M dia X 1.2 M pool would hold about 15 tonnes.
A 4 M square X 1.2M deep pool would be almost 20 tonnes.
