Perhaps building brick surrounds keyed into the wall at the back, a decent steel roof & door & a heck of a bit bigger locks on may be an improvement.

heavier duty paddlock and a CCTV camera pointed towards the tank (under £50 from Argos).

At work we were suffering from our diesel being pinched from our tank, until we installed a camera. No losses so far since.
 
Pointless locking the top the best way to empty that tank is to rip off the gauge pipe.

Better off with an alarm mine
