All my rads are luke warm

Can someone help please,my thermostat is set to max and all my rads are just warm,i have had the thermostat in the boiler replaced and have added sintinel x200&x100 to the f&e tank but no joy all rads have been bleed several times.
Any advice would to most welcome.

i posted this same prob last week(GENERAL DIY FORUM PAGE 1). Turned out the setting on the bolier itself had been at #2. Have a look at what it's at, It all sounds too similar to me, it should be at 4
