Gaps above concrete lintel

Hi,

I have concrete lintels above all my windows & doors. Each has a couple of bricks above without any mortar between them. I believe this is for drainage. As I also have cavity wall insulation can I fill these in or reduce the size of them (at present they are a full brick in height)?
