Paint flaking on bathroom cornice

Hi all,

The paint seems to be flaking in my bathroom, only on the cornice, this is also only happening in the corner farthest from the door. I assume at this point it is due to little ventilation and the moisture from our daily showers.

This was 2 coats of normal matt emulsion a year ago. Not entirely sure what i need to do at this point to sort out and prevent happening again.

any ideas?

Steam and ventilation look like they have caused this but the cornice looks old and there could be distemper on there under the emulsion..that really should come off if possible then give it a coat of alkali resisting primer then a few coats of oild based eggshell
